Introduction

In April 2008, the Environmental Protection Department (EPD) of the Government of the Hong Kong Special Administrative Region (HKSAR), launched the Cleaner Production Partnership Programme (the Programme) in collaboration with the then Economic and Information Commission of Guangdong Province (now the Department of Industry and Information Technology of Guangdong Province) launched the Cleaner Production Partnership Programme (the Programme) which aimed to facilitate and encourage Hong Kong-owned factories in Hong Kong and Guangdong Province to adopt cleaner production technologies and practices, thereby making a contribution to improving the regional environmental quality through saving energy and reducing pollutant emissions. In order to characterise the operation of the factories which have participated in the Programme, Hong Kong Productivity Council (HKPC) was commissioned to establish representative benchmarks on cleaner production performance of different industry sectors which could be a useful reference for factories to evaluate their performance in cleaner production as compared with other peer factories among the same industry sector, so that they will be inspired to pursue continuous improvements in cleaner production.

Classification of Manfacturing Sectors

The benchmarking study covered the following six manufacturing sectors.

1.Printing

2.Printed Circuit Board (PCB) manufacturing

3.Metals and Plastics/Metals Products

4.Toys and Plastics Products

5.Electronics and Electrical Appliances

6.Textile and Apparels

Methodology

The benchmarking study was carried out by reviewing the factory data from the 770 approved On-site Improvement Assessment reports of the first five-year and 180 approved on-site improvement assessment reports of the two-year extension programme respectively (total 950 reports). In case missing information was present in the report of individual factories, the data gap filling follow-up work via questionnaire survey, telephone call follow-up and factory visit would be carried out.

The collected data from the reports and the follow-up survey were checked and validated in order to ensure that they were correct and meaningful. As some of the data collected was presented differently, they were transformed into common units for the ease of analysis.

Class of Cleaner Production Performance

The established benchmarks include “excellent performance level” (1% - 10%), “good performance level” (11% - 50%) and “fair performance level” (51% - 100%) which would provide a reference to factories of different industries to evaluate their environmental performance amongst their peer factories in the same industries.
